SEC. 41. Section four hundred and seventy-one of Act Numbered Twenty-seven hundred and eleven is hereby amended to read as follows: "SEC. 471. Who may be certified.—The provincial board of canvassers, or the Governor-General, as the case may be, shall certify as elected to the office of senator or member of the House of Representatives and to any provincial office only persons who have obtained a plurality of votes and who have filed their certificate of candidacy in accordance with the provisions of section four hundred and four hereof."
