SEC. 36. The allowance of a writ of certiorari or the institution of any proceeding to review any order of the Commission by the Supreme Court as aforesaid, shall in no case supersede or stay the order of the Commission, unless the Supreme Court, in banc, shall so direct and the appellant may be required by the Supreme Court to give bond in such form and of .such amount as the Supreme Court shall require. It shall be the duty of the Attorney-General in the absence of special counsel for the Commission to represent the Commission in all judicial proceedings and to render such opinions as the same may request. It shall also be the duty of the Attorney-General to institute proceedings before the Commission, in behalf of the public, for the purpose of fixing just and reasonable rates or charges to be followed and observed by a public utility as herein denned, whenever he has reasons to believe that the existing rates or charges of such public utility are unjust and unreasonable, or unjustly discriminatory, or to intervene in any case prosecuted before said Commission relative to rates.
