Section 4

SEC. 4. All funds appropriated by this Act shall be disbursed in local currency upon the basis of two dollars in local currency for one dollar money of the United States, except funds appropriated in this Act for the Women's Hospital in Manila and the Insular Cold Storage and Ice Plant, which shall be disbursed in money of the United States. The appropriation for the Philippine Civil Hospital in Act Numbered Two hundred and sixty-four is hereby amended so as to allow all such appropriations therein made for the purchase of supplies and furniture from the United States Army to be disbursed in United States currency.
