SEC. 15. Section twenty-six hundred and seventy-eight of the same Act is hereby amended to read as follows: "SEC. 2678. Violation of Medical Law.—Any person violating the provisions of this Act by practicing medicine within the meaning of the same, or holding himself or herself forth as able to do so, without fulfilling the requirements of this Act and receiving the certificate of registration from the Board of Medical Examiners, as provided by this Act, shall, upon conviction in a court of competent jurisdiction, be subject to a fine of not less than two hundred pesos nor more than five hundred pesos, or to imprisonment for not more than ninety days, or both, in the discretion of the court. In case of a second offense, such person shall, upon conviction, be subject to a fine of not less than five hundred pesos nor more than one thousand pesos, or to imprisonment for not less than six months nor more than one year, in the discretion of the court."
