Section 3

SEC. 3. The sums appropriated in subsections (a), (d), (f), (j), and (p) of this Act shall be available for immediate expenditure by the Director of Public Works, but those of appropriated in the other paragraphs shall be distributed in the discretion of the Secretary of Commerce and Communications, subject to the approval of a joint committee elected by the Senate and the House of Representatives: Provided, That the Secretary of Commerce and Communications, with the approval of said joint committee, may, for the purposes of said distribution, transfer unexpended portions of any item of appropriation under this Act to any other item hereunder.
