SEC. 3. All expenses necessary to carry out the purposes of this Act, shall be assessed and paid in equal shares out of the funds of the provinces concerned, the provincial boards of which are hereby authorized and obliged to appropriate out of their general funds the sum of five hundred pesos or such sum as may be necessary.
