SEC. 2. Any of the property or funds belonging to puericultural institutions or institutions for the protection and care of mothers and children which have received aid from the Insular Government, shall, upon recommendation of the Public Welfare Commissioner, become municipal, provincial or Insular property or funds in case such organization dissolve or cease to operate for five consecutive years.
