SEC. 7. Section twenty-eight of the same Act is hereby amended to read as follows: "SEC. 28. The purchase price shall be paid as follows: The balance of the purchase price after deducting the' amount paid at the time of submitting the bid, may be paid in full upon the making of the award, or in not more than ten annual installments from the date of the award: Provided, That it shall be an inherent and essential condition of the sale that the purchaser shall have not less than one third of the land broken and cultivated within five years after the date of the award."
