Section 18

SEC. 18. Section one hundred and fifteen of the same Act is hereby amended to read as follows: "SEC. 115. All sums due and payable to the Government under this Act shall draw simple interest at the rate of four per centum per annum from and after the date in which the debtor shall become delinquent. The Director of Lands may, however, remit such interest in the case of applicants for homesteads if it shall appear that the delinquency is due to no fault or neglect on their part."
