SEC. 2. One-half of the salary of the district health officers shall be paid out of the general appropriation for the Philippine Health Service and the other half shall be paid out of the health fund of the province concerned: Provided, That in provinces where there is no health fund, said half shall be paid out of the Insular aid to the province.
