Section 3

Sec. 3. The sums appropriated by paragraphs (a), (h), (II), (u), (cc), (dd), (ee), (kk), and (l-l) shall be distributed in the discretion of the Secretary of Commerce and Communications, but those appropriated in the other paragraphs, except the appropriation for the completion of the Manila Post-office Building , shall be available for immediate expenditure by the Director of Public Works.
