SEC. 5. The permanent station of the judge of first instance of the Twenty-first Judicial District shall be the municipality of Dumaguete, Oriental Negros, and that of the judge of first instance of the Twenty-fifth Judicial District shall be the municipality of Cagayan , Misamis.
