Section 1. Any and all unexpended balances of the appropriation of two hundred seventy thousand pesos made in section one, paragraph (ee-1), of Act Numbered Thirty-two hundred and fifty-eight for a building for the practical instruction of teachers in the practice of their profession, and of the appropriation of two hundred twenty-five thousand pesos made in section one, paragraph (ee-4), of Act Numbered Thirty-two hundred and fifty-eight for the construction of additional lighthouses are hereby made available for expenditure up to July thirty-first, nineteen hundred and twenty-eight, any provision of existing law to the contrary notwithstanding.
