SEC. 3. Should the Secretary of Public Instruction decide upon the construction of the plant, the Bureau of Public Works or its representatives shall undertake the work on the date that the said Secretary may fix. In case that the Secretary of Public Instruction should decide to purchase a plant and accessories already existing, he shall have authority to include in the purchase all the appurtenances of the plant and determine the price.
