Preamble

"SECTION 1. A board is hereby created which shall be known as the Board on Textbooks and shall have charge of the selection and approval of textbooks to be used in all colleges and schools of the Government. The use of the textbooks selected and approved in accordance with the provisions hereof shall be obligatory for a period of at least six years from and after the date of their approval: Provided, That the Board on Textbooks may, if there are sufficient reasons, provide otherwise as regards civics and history."
