Section 10

SEC. 10. Section eleven hundred and ninety-five of the Administrative Code is hereby amended to read as follows: "SEC. 1195. Form of certificate.—The several certificates herein provided for shall be issued in the form of diplomas by the chairman of the respective Boards and shall be signed by him and countersigned by the Secretary of Finance, and shall entitle the holders thereof to navigate in accordance with the authority contained in them and shall not be suspended nor revoked except as hereinafter provided."
