Section 3

SEC. 3. Section five of said Act is hereby amended to read as follows: "SEC. 5. There shall be excluded from the provisions of this Act all those lots which have already been sold by the Insular Government on the date of the passage of this Act and those other lots which have been set aside or reserved for public purposes by the Government."
