SEC. 17. This Act cancels and renders ineffective Act Numbered Thirteen hundred and three, entitled: "An Act granting to Martin M. Levering a franchise to install, operate, and maintain an electric light, heat, and power supply system in the municipality of Cebu, Province of Cebu" upon the date of its approval and after the grantee shall have filed its acceptance of the conditions and terms hereof with the Secretary of Commerce and Communications.
