SECTION 1. Whereas Bonifacio Ortua, president of the pueblo of Lagonoy, Ambos Camarines, Island of Luzon, was murdered while in the discharge of his official duties, because of the efficient administration of his office and his loyalty to the United States, and his untimely death leaves his wife in needy circumstances: The sum of one thousand dollars, in local currency, is hereby appropriated, out of any money in the Insular Treasury not otherwise appropriated, to be paid, in the discretion of the Civil Governor, either to the widow of Bonifacio Ortua or to the treasurer of the province, to be held and expended by him for her benefit.
