SEC. 2. There is hereby appropriated out of any funds in the Insular Treasury not otherwise appropriated the sum of one hundred thousand pesos or so much thereof as may be necessary which shall be spent by the Commissioner for the collection and purchase of Philippine exhibits and their containers, the cartage, insurance and freight of the same, the display and care of the exhibits including the construction of the necessary building, and the payment of salaries and wages of the necessary personnel and laborers, and such other miscellaneous expenses as may be incidental to the carrying out of the purposes of this Act: Provided, however, That not more than twenty-five per cent of the total amount appropriated herein shall be expended for salaries and wages, per diems and traveling expenses of the personnel herein provided for.
