Section 19

SEC. 19. Application of this Act to the special provinces.-The Director of the National Library, in his capacity as Civil Registrar-General, is hereby authorized, upon recommendation of the Director of the Bureau of Non-Christian Tribes, to designate the municipalities in the specially organized provinces where the provisions of this Act shall be applied.
