Section 17

SEC. 17. If any person shall receive or secure to himself any fee, reward, or compensation for the appointment, employment, or retention of any person as enumerator or clerk or other employee, he shall be doomed guilty of a misdemeanor, and on conviction thereof shall be fined not more than one thousand dollars, or be imprisoned not more than one year, or both.
