SEC. 4. Where animals are purchased outside the Philippine Archipelago they shall be obtained through the Insular Purchasing Agent, who shall deliver them at cost to the several provincial hoards which order them, including expense of transportation, the provisions of Act Numbered Two hundred and thirty-one to the contrary notwithstanding.
