Section 28

SEC. 28. No person shall be admitted to the competitive examinations to be held under this Act who are not either— (a) Citizens of the United States, or (b) Natives of the Philippine Islands, or (c) Persons who have, under and by virtue of the Treaty of Paris, acquired the political rights of natives of the Islands.
