Section 4

SEC. 4. There shall be paid out of the provincial treasury of the Province of Rizal to the Warden of Bilibid Prison a per diem amount to lie agreed upon between the Warden and the provincial board of Rizal, and approved by the Civil Governor, for the support of each prisoner under this Act removed to Bilibid Prison. The expenses of transporting the prisoners and their guards to and from Bilibid Prison under this Act shall be paid out of the provincial treasury of Rizal.
