SEC. 3. This Act shall be retroactive in so far as necessary to authorize the provincial board of the Province of Capiz to pay the traveling expenses of the municipal presidents of that province convened during the month of October, nineteen hundred and two, for the purpose of considering the question of reorganizing the municipalities of the province.
