Preamble
By authority of the United States, be it enacted by the Philippine Commission, that: Whereas E. B. Cook, disbursing officer for the Bureau of Customs and Immigration, did, on the fourteenth day of May, nineteen hundred and two, pay the sum of ninety-three dollars and seventy-five cents, money of the United States, to Dickson A. Everett, as half salary from April sixteenth to May twelfth, nineteen hundred and two, without presentation by said Everett of his original appointment to the Philippine Civil Service, and it now appearing from the correspondence on file that the employment of said Everett by the Bureau of Customs and Immigration was upon sufficient authority,
