Section 2

SEC. 2. All the land between the river wall and Calle Maestranza, including that to be reclaimed and that which is now covered by the city wall to be falcon down by virtue of this Act, is hereby declared to be property of the Insular Government and subject to the disposition of the Commission only, in accordance with the provisions of the Act of Congress approved July second, nineteen hundred and two. The cost of this improvement shall be defrayed out of the funds of the Insular Treasury.
