SEC. 2. Section two of said Act Numbered Five hundred and fourteen is hereby amended by adding after the first paragraph thereof the following: "The secretary of the board shall, when absent from his usual place of residence on business of the board, be allowed his actual traveling expenses: Provided, That during the year nineteen hundred and four he shall be allowed, in lieu of his traveling expenses, the sum of seven dollars a day while absent from his usual place of residence on business of the board."
