Section 11

SEC. 11. No Philippine coastwise vessel which shall fail to comply with any of the provisions of the three preceding sections of this Act shall be permitted to sail under the United States flag or to engage in the Philippine coastwise trade, except upon payment of the additional tonnage taxes hereinbefore prescribed.
