SEC. 19. The Philippine Scouts may be employed in the aid of the Constabulary of the province under the terms and conditions prescribed in the Act of Congress approved the thirteenth day of January, nineteen hundred and three, entitled "An Act to promote the efficiency of the Philippines Constabulary, to establish the rank and pay of its commanding officers, and for other purposes."
