SEC. 2. The sum of money by this Act appropriated shall be with drawn from the Insular Treasury by requisitions in favor of the disbursing officer of the Executive Bureau or of the Insular Purchasing Agent, as the Civil Governor may direct, in such allotments as may from time to time be necessary, and shall be accounted for as provided by law.
