SEC. 2. The Attorney-General is authorized, with the approval of the Secretary of Finance and Justice, to make such contract or contracts as may seem best to him with competent translators not engaged in the public service to make the necessary translations, such persons to be employed under these contracts without being subject to the restrictions of the Civil Service Act.
