Section 1
SECTION 1. Nothing in Act Numbered Eight hundred and seventeen, entitled "An Act declaring that the presence of locusts in various provinces of the Islands so threatens the food supply for the coming year as to present a public emergency requiring radical action, and authorizing and providing for the appointment of a board in each province with full powers to call upon all able-bodied inhabitants thereof to take united action to suppress the pest, and for other purposes," shall require the services in the suppression of the locust pest of officers or men of the Army or Navy of the United States, civil employees of the United States Government, officers or employees of the Insular Government, or the officers or servants of companies or individuals engaged in the business of common carriers on sea or land, or priests, ministers of the Gospel, physicians, practicantes, druggists or practicantes de farmacia actually engaged in business, or lawyers when actually engaged in court proceedings. The locust board is hereby authorized to make further exemption of such provincial and municipal officers as the public interests may require.
