Section 21

SEC. 21. If any land applied for under the provisions of this a chapter shall be actually occupied by any person who is qualified to make a homestead or other entry under the public land laws of the Philippine Islands, or by any native who is entitled by law to a free patent, such person shall be personally served with notice as to his rights, and shall be allowed a preference right of one hundred and twenty days within which to make entry or apply for patent.
