SEC. 51. Lots which have been offered for sale in the manner o herein prescribed, and for which no satisfactory bid has been received, shall be again offered for sale after due advertisement, and if at the second sale no satisfactory bid is received, they may be sold at private sale by the Chief of the Bureau of Public Lands for not less than their value, as appraised by a committee to be appointed by the Chief of the Bureau of Public Lands with the approval of the Secretary of the Interior.
