SEC. 2. The funds necessary for the establishment and operation of the Gregorio del Pilar Emergency Hospital shall be one-half of the appropriations for the Valenzuela Emergency Hospital under the appropriations for the Ministry of Health provided in Batas Pambansa Blg. 80 and Batas Pambansa Blg. 131. Thereafter, such sums as may be necessary for its operation and maintenance shall be included in the annual General Appropriations Act. The Minister of Health shall determine the manner by which said hospital shall be made operational.
