Declaration of policy.

Section 2

SEC. 2. Declaration of policy. —lt shall be the policy of the State to guarantee and promote the autonomy of the barangays to ensure their fullest development as self-reliant communities. To this end, the State shall seek to ensure the freedom of the residents to choose their officials in a free, orderly and honest election.
