Future Payment of Contractual Obligations.

Section 31

SEC. 31. Future Payment of Contractual Obligations.— Ministries, bureaus, offices or agencies, before entering into contracts for delivery of goods or services against future payment, shall first secure a certification of the availability of the full contracted amount for such goods or services out of the agency's appropriations. No contracts shall be entered into nor work shall be undertaken without such certification of fund availability.
