SEC. 151. Authentication of Ordinances and Resolutions. — (1) The affirmative votes of a majority of all the members of the sangguniang bayan shall be necessary for the passage of any ordinance, resolution or motion directing the payment of money or creating liability. Other measures shall prevail upon the majority vote of the members present and voting at any meeting duly called and held, there being a quorum. (2) The "ayes" and "nays" shall be taken and recorded upon the passage of all ordinances, upon resolutions or motions directing the payment of money or creating liability, and, at the request of any member, upon any other resolution or motion. Each approved ordinance, resolution or motion shall be stamped with the seal of the sangguniang bayan and recorded in a book kept for the purpose.
