Approval of Ordinances by the Governor; Veto Power.

Section 209

SEC. 209. Approval of Ordinances by the Governor; Veto Power.— (1) Every ordinance or resolution passed by the sangguniang panlalawigan shall be forwarded to the governor. (2) Within fifteen days after receipt of the ordinance or resolution, the governor shall return it with either his approval or his veto. If he does not return it within that time, it shall be deemed approved. (3) If the governor should consider the ordinance or resolution prejudicial to the public welfare, he may veto it by signifying to the sangguniang panlalawigan his disapproval thereof in writing. The sangguniang panlalawigan may, by two-thirds vote of all its members, pass an ordinance or resolution over the veto of the governor, in which case it shall become effective without his approval. (4) The governor shall have the power to veto any particular item or items of an appropriation ordinance or of an ordinance or resolution directing the payment of money or creating liability, but the veto shall not affect the item or items to which he does not object. The item or items objected to shall not take effect unless the sangguniang panlalawigan overrides the veto in the manner provided in paragraph (3) of this section. The veto power of the governor shall be exercised only once upon an ordinance or resolution or upon an item or items in an appropriation ordinance.
