Section 216

SEC. 216. Appointment, Qualifications, Compensation, Powers and Duties.— (1) The provincial budget officer shall be appointed by the governor, subject to civil service law, rules and regulations. (2) No person shall be appointed provincial budget officer unless he is a citizen of the Philippines, of good moral character, a holder of a degree preferably in law, commerce, public administration or any related course from a recognized college or university, a first grade civil service eligible or its equivalent, and has acquired at least five years experience in budgeting; or in any related field. (3) The provincial budget officer shall receive such compensation, emoluments and allowances as may be determined by law or ordinance. (4) The provincial budget officer shall: (a) Exercise general supervision over the provincial budget office; (b) Prepare forms, orders and circulars embodying instructions on budgetary and appropriation matters for the signature of the governor; (c) Review and consolidate the budget estimates of the different offices of the provincial government; (d) Supervise the preparation of executive and special budgets; (e) Assist the governor during budget Bearings; (f) Study and evaluate budgetary implications of proposed legislation and submit comments and recommendations thereon; (g) Submit periodic budgetary reports to the Office of Budget and Management; (h) Coordinate with the provincial treasurer for purposes of local government budgeting; and (i) Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.
