SEC. 16. The requirements provided in this Act as may prove adverse to the present faculty and employees of the Lagangilang Agricultural College who may be absorbed by the Abra State Institute of Sciences and Technology shall not apply to them, except for the position of the President of the College who shall be appointed by the President of the Philippines upon the recommendation of the Board of Trustees. The Board shall nominate the best man in the Ilocos, particularly in Abra, who has the best qualifications, both in education, training and experience to be recommended as President of the College. Future appointees to the said College shall be subject to all the requirements provided in this Act.
