SEC. 6. The Board of Trustees snail be the governing body of the College to be composed of the Minister of Education, Culture and Sports, chairman; Ministry of Education, Culture and Sports, Regional Director, Region VI, vice-chairman; representative of the National Economic and Development Authority (NEDA), member; President of the College, member; president of the alumni association of the College, member; and two members to be appointed by the President of the Philippines upon recommendation of the Minister of Education, Culture and Sports. The first group of appointive trustees shall serve for two (2) years and four (4) years, respectively. Thereafter, the appointees shall hold office for a term of four (4) years. In case of permanent vacancy, the appointee shall hold office for the unexpired term only. In the absence of the Minister of Education, Culture and Sports, the Minister shall authorize a representative, preferably the Deputy Minister or at least a director, to sit in the meetings of the Board: Provided, however, That during these meetings the Regional Director of the Ministry of Education, Culture and Sports, Region VI, shall preside as vice-chairman of the Board. When the Minister of Education, Culture and Sports is unable to perform his duties as chairman of the Board due to illness, absence or other cause, or in case of vacancy in the office, the Deputy Minister of Education, Culture and Sports shall temporarily perform the functions of the chairman of the said Board. When both the Minister and the Deputy Minister of Education, Culture and Sports are unable to exercise the powers of the chairman of the Board of Trustees, the members of the Board shall elect from among themselves a temporary chairman who shall act as chairman thereof.
