SEC. 14. The Board of Trustees shall fix the compensation of the employees and other personnel of the College not otherwise covered in Section thirteen hereof whose appointments shall be recommended by the President of the College, subject to Presidential Decree No. 985 and other pertinent budget and compensation laws.
