SEC. 16. The Province of Camarines Sur shall provide the site or funds for the purchase of such site: Provided, That the sum of five hundred thousand pesos (P500,000. 00) shall be appropriated by the Province of Camarines Sur for the establishment, operation and maintenance of the Colleges. Thereafter, funds for the maintenance and operation of the Colleges shall be included in the annual appropriations of the Province of Camarines Sur.
