SECTION 1. Appropriation of Funds.—The following sums, or so much thereof as may be necessary, are hereby appropriated out of any funds in the National Treasury of the Philippines not otherwise appropriated, for the operation of the Government of the Republic of the Philippines from January one to December thirty-one, nineteen hundred and eighty-four except where otherwise specifically provided herein: [For the sake of brevity, the itemization under this Section of the funds appropriated for the operation of the Government had been deleted.
