SECTION 1. Any provision of law to the contrary notwithstanding, all registrable deeds of conveyance and/or mortgage and other documents executed by the National Housing Authority pursuant to Proclamation No. 843 in favor of its intended project beneficiaries shall be registered in the Office of the Register of Deeds of Caloocan City without need of presenting the owner's duplicate of the certificate of title covering the area thus conveyed or encumbered. In all cases of transfers of ownership to project beneficiaries of the Authority, the Register of Deeds of Caloocan City is authorized to issue the corresponding new transfer certificates of title on the basis of the original copies of Transfer of Certificates of Title Nos. 34591 thru 34637 which are in the custody of the Register of Deeds of Rizal and/or the Register of Deeds of Caloocan City.
