SEC. 38. Right of watchers to obtain copies of the minutes of voting and counting.—The duly authorized watchers of candidates, political parties or coalition of political parties and of civic, religious, professional, business, youth, service or any other similar organizations collectively authorized by the Commission to designate watchers shall have the right to obtain certified copies, duly signed by all the members of the committee, of the minutes of voting and counting. Denial of this right shall constitute an election offense.
