SEC. 50. Definition.—Pre-proclamation controversy refers to any question pertaining to or affecting the proceedings of the Board of Canvassers which may be raised by any candidate, political party or coalition of political parties before the board or directly with the Commission. The Commission on Elections shall be the sole judge and shall have exclusive jurisdiction over all pre-proclamation controversies. The Commission is hereby vested with exclusive authority to hear and decide petitions for certiorari, prohibition and mandamus involving election cases.
